FCC proposes broader Covered List component restrictions; no blanket equipment ban is in force

In July, the FCC Chairman proposed denying authorization to a device containing a logic-bearing component made by a Covered List entity when that entity's finished device would itself be barred. The accompanying notice also seeks comment on broader component-origin disclosure and supply-chain controls; the FCC stated that the document was not yet Commission action.

DIRECT EFFECT

Relevant communications equipment may face earlier scrutiny of component origin, certification and alternate supply. This is not an effective blanket ban on China-made data-center equipment, and the document does not name all data-center transceivers; the final scope depends on later official text.
