After 438GW of Requests: Texas' Real Data-Center Power Gate

Texas large loads now face batch review of eligibility, evidence and reliability rather than a simple project queue.

ERCOT says it is tracking more than 438GW of large-load requests, nearly 89% from data centers. That is a request measure, not approved, built or energized load.

The batch process covers projects of 75MW or more and requires project and interconnection documentation.

For developers, the change is not simply a queue rule. It is how capital, engineering and customer commitments enter one reliability study. For investors, requests stop being a proxy for available capacity.

A queue is no longer a project state

Batch study reduces restudies but raises documentary and technical thresholds. Land, contractors, substations and dynamic models now matter inside the process.

The relevant readout becomes qualified projects, transmission upgrades and initial energization.

The 75MW threshold signals that large data centers will be handled as system-level load. Qualifying for the process still does not establish land, equipment, transmission upgrades or a commercial-energization date.

Interconnection evidence brings maturity into the grid process

ERCOT's material asks developers to document site, construction, load characteristics and interconnection arrangements. It does not replace permits or commercial contracts; it allows the system operator to assess whether a load belongs in the same study.

Two apparent 200MW projects can differ materially. The one with substation design, equipment orders, customer commitment and a load model is generally more substantiated than an application supported only by land options. The distinction will emerge in studies, upgrades and energization order.

A project ledger should therefore separate request, eligibility, study, service agreement, construction, first energization and stable operation—not use 'has power' for every state.

    Transmission, substation and reliability effects are modeled, potentially creating upgrade and timing requirements.

Eligibility becomes commercial

A study does not equal stable operation on the target date; energization, construction and testing remain separate gates.

Watch qualified projects, upgrades, initial energization and controllable-load arrangements. Also ask whether customer contracts allow phased ramp, whether supplementary power exists, and how capital structure carries a delay.

The countercase remains: clearer process cannot manufacture transformers, lines, permits or construction capacity. Procedure improvement is not power assets already in place.
